How it works
Todo lists, projects, packing lists and shopping lists each carry a Share button. This is where the ones pointed at you turn up.
A shared packing list arrives knowing it is a packing list, with the counts and the quantities the packing screen would have given it.
Planner, Notes, Habits and Shared are the four that stay in the sidebar. A Shared area you had turned off would hide invited lists from you and call it a preference.

No, and on purpose. Shared is one of the four modules with no switch, along with Planner, Habits, Notes, and it stays in the sidebar whatever else you turn off.
Shared is the one module that needs sync switched on, because a list somebody sends you travels through your own iCloud share. Sync is unlocked once for $14.99, covering the Mac and the iPhone together.
